Innovation Policy Need To Survive Globalization inTurkey

RAPID INNOVATION VISION AND STRATEGIES DURING GLOBALIZATION

 

Several globalizations is seen in the history of mankind. Like the immigration of people societies to hunt better and to find less hostile more suitable grounds for settling is a kind of expansion to the world or globalization. What was once realized during long time periods happens now at communication speeds and bring new dimensions with it.

 

Perhaps the biggest globalization through the invention of machines what is called industrial revolution took place in the period of 1850.  Contrary to the expectations, the use of machine in the production had created poverty and unemployment, caused dramatic bitter emigration mainly from Europe to United States till 1914.

 

Problems experienced with relation to survive and adapt in these new environments in the immigrating countries. On the other hand efforts to open new employment areas in order to stop emigration what we might call the globalization in modern terms, has been going on ever since the history of mankind.

 

There is a rapid need of innovations to remedy the unemployment created by easing the imports. It is necessary to have a “vision for innovations” and suitable strategy in order to create new employment areas.

 

It is obvious that somethings are wrong or missing in our country. I cannot see awakening, a discussion on the patent invention subjects or a serious strategy, a vision on those matters in the public opinion to support high tech innovations to prevent unemployment created by competition.

 

The endorsments of international agreements with   long term protection periods of innovations considered as “Victory of law” unfortunately serves more to the benefit of developed countries to be richer and countries which are slow in producing  innovations to be poorer. There are methods to come out at profit from such  event that prevents our copying ability to be utilized  which I suppose is like a knive that cuts both sides. On top of it every country does not benefit equally from the validation accredits kind of similar applications and agreements put forward by the developed nations recently.

 

Europe of today has come to being because of the leaders and as a result of farsighted measures they have introduced in technical schools, protectionalism and in investments made during the depression years of last century. Denmark became a wealthy nation with its agriculture, animal husbandry, furnitures, high tech exports and Lego toys. Leaders with a vision are needed that gives excitement, countries cannot develop towards an objective by “chicken without head method management

 

I am dreaming such a country that the laws we make are taken and copied from us by the Europeans. We see beforehand. We are proactive.

 I am tired of being a second hand citizen in the technology. I feel I have the right reasons to rebel.

 

To carry on as it is today without doing anything to change our destiny is madness. It is suicide. Because the uncontrollable impoverization and unemployment is ever growing like a land slide. Without a hidden intent a total mobilization in learning and relearning with easy entrance and exit to have new proficiencies should be started urgently. Ministry of Education cannot do this. If they could they would do it by now. Defence Ministry has very good methods. These methods should be applied to civilian life as soon as possible. Even the universities do not have their lights on till the mornings. This complacency and extravagancy should end. The same person will became a wide spectrum person with new skills and knowledge. They should receive salaries for living during the period they are learning. This new soldiers of our globalization will be those who are equipped with several new skills and knowledge. Denmark teaches marine carpenters 7 years and they export furniture from the imported wood.

 

We can convert this upsetting crisis that we are in, to an opportunity. We can have continuity in the “life long learning” if education can be saved from the feeding hands of “preparatory school gnawing” monoply system. Our opininons and vision is extensively described in the following pages.

What we can infer from the above short explanation that globalization creates unhappiness during transitory periods. The machine is invented then unemployment and immigration problems followed. We are in a kind of globalization but it cannot be said that anything is done about it. I wonder if everbody is aware of this? I wonder when a leadership will come to power that has a vision to solve problems at speed to establish coordination? Is there an alternative to the solution put forward here? If there is then what?

 

The difference that should scare us” between the  globalization of today and that of the past in the countries like ours where problems are not solved, is “the rapid problem pile up” issue.

 

The solutions to the problems are not produced

in the proper and irreversible way with speed and sufficiency  from the time of Atatürk who had analysied the collapse of Ottoman precisely, or the solutions are not imbibed by the society with necassary determination. The management that will lead the country to the right destination could not in any way be established even with what is called “SWOT” analysis, Strenght, Weakness, Opportunities and Threats are made. I have come to the conclusion that even this analysis is not made properly, from my observations  and the experiences I had in my life. The religious schools was a strategical mistake on one side, one can make a mistake it is normal but to continue with them is unforgivable.

 

I want to be proud pacing towards future with an aim of being proactive in  reorganizing the education system, to keep on the fight against corruption, with a philosophy to produce high tech aiming to lower the foreign exchange dependency, to create technology clusters with critical mass where synergy is created with appropriate life style i.e. proper technoparks and technology zones, where military purchases turned into local productions and to have a concept developed for many small companies to be created and nourished in this new life style.

 

The life style of high tech clusters and technology zones should be near the wealthy people but in such a way as “to make the rich envy” to help ease to create financial synergy.

We must not forget that “technology has no nationality”.  Greatest products of their time, the big cannon of 1453 during Fatih and again atom bomb of 1945 both was invented by immigrant foreigners.

 

If we want to derive  BEFORE ALL ELSE A LESSON from the past, for our present time related globalization issues I suppose we should become a vision creater, a rapid problem solving society first. I think we can make it.

Because;

 

Our objectives are not beyond our means. But our means are wasted. Our methods scattered and contain obstructions instead of synergy. The enemy is within. The enemy lives out of sight within us.

 

I shall give 3 examples;

 

1.The lack of vision and what we should do to increase the innovations and patents, to search for remedies for the lack of efficiency in R&D operations, to designate new objectives for the education system of our country with immense educational infrastructure and education army is not utilized fully, is heartbreaking.

 

It is like to have a military system not knowing to whom to fight or not able to see the enemy. Napoleon who once said to know your enemy victory is 50%, to know yourself is another 50%, I wonder what he would say if he saw us? I know what the grandma would say in a similar situation at home. There is everything but you don’t know how to cook son.

 

2. Look at the uncurable bureaucracy illness, unbreakable monopolies,  foreign exchange dependent energy businesses. Bureaucracy illness has metastasis in the country, cure is either insufficient or does not exist. If it goes like that the end is inevitable.

 

3. Huge foreign exchange dependent defense expenses which makes us dependent to outside is lacking vision. What is being done is not adequate enough, “No Friends” this cannot be accepted. All our means should be planned to reduce the wastes to minumum towards a target under total civilian mobilization. We should not find it strange as probably the future wars will be based on the principle like they are today putting  pressure on the public.

I am wondering if some difficult decisions could be taken without harming the parlamentarian system or having objections from the European Union according to their rules?

 

You may see Israel or ask information from the Embassy about Science and Technology strategies. They have “Chief Scientist” in every Ministry. Every step is analysied in this group before action is taken. They live in a continuous war like situation. There is much to learn from them. They have 100 billion dollars high tech shares sold in NY stock exchange.

 

People presenting a problem without its solution is  that they become a part of the problem themselves”is famous. For this reason I shall try to summarize my proposals.

 

To my opinion the enemy lies in the “poverty of vision”. It lies in the shortcomings of brave, patriotic, permanent solutions where we cannot visualize beforehand when and what to do in this rapid change. In order to bring a management style to go to a target without delay it is necassary to be able to do several things at the same time, to walk while chewing a gum, talking while walking, thinking while talking needs vision, coordination and speed to go together. Our country today with its slow oscillating movements gives the impression of a Parkinson patient.

 

Governing of our country in other words  gives the impression of a ship captain trying to steer in fog with reduced speed. We are asking why your radars are off – he says he has forgotten to switch on. We need captains who can go at full speed under uncertainties, to have radar like vision to see beyond the fog.

 

There is no chance for success for people in the management of a country, who says stop the world I want to get off, where 40 million youth needs food and work, and the enemy target is moving continuously and changing position.  We shall have infinite respect for governing people as a whole nation who takes at hand, the issues and suggested solutions here, work day and night to succeed. Our intention is to eat grapes, it is not to beat the grape grower.

 

We need to open ways to utilize the “off set funds” with exchange of 5-10% cash to make it available for use in wind energy investments.

Our universities and technical schools should become mobilized. Huge educational investments are wasted, work is not productive, inefficient, and disturbing. Technopark, incubator, angel capital, venture capital applications are either inefficiently operated without expertise or does not exist at all.

We have forgotten the “Ahilik” system that existed in the years 1200 where a young person was trained to have a profession and was taken care all the way to the life and now we try to learn what a technopark is from the outside countries. http://www.egetek.org/pages/16.pdf

We should expand the ideas of training to be an entrepreneur, several small companies should be established and make them live. The methods of support of young people with capital and knowledge is widely explained in the folowing pages www.egetek.org  but in spite of that I give conferences in different places on the subject we could not go long distance. The distribution of work by the military to the companies in Turkey has turned into feeding a few companies.  This old system should be stopped and instead many small companies with little means should benefit from this very important activity. This needs a lot of work for the military, courage and risk taking. Control system should be very effective and industrious to have happy results.

 

What to do in short?

 

We should not talk but act by showing with what we do by making an open concensus that we realize we agree for civil mobilization and that we are in a kind of war. People not supporting this idea should be declared a kind of “persona non grata”socially. It somehow started by itself. Press and TV media is trying to do somethings but not enough.

Our country is poor in vision not in means”.

I salute Atatürk once more with great respect. He gave vision to the people who had got nothing left.”People succeded the impossible”. We can do it again.

We should say once more like he said before, “Our target is to innovate – forward” this time.

 

To make education widely spread and continuous, to end the education monopolies which obstructs this philosophy, to convert defense imports to local production rapidly with a different understanding than of today, to leave the doors of universities and technical schools open 24 hours 7 days who are developing brains with a radical difference using R&D. Although educational means is the greatest asset we have one cannot see any mobilization to fight the crisis of today, rather acting like spectators, instead of fighting with crisis by training people who are needed with new professions, skills and new knowledges. We are damaging the solidarity and pyschology of the education people to work day and night from whom we expect extraordinary efforts during these crisis.

 

  1. All kinds of education entrances should be free. All rules and regulations must be reviewed the ones not suitable to “this vision” should be abolished. Our old existing education-learning system created “preparatory schools” and under the name of “entrance examinations” a kind of “benefit monopolies”. These monopolies should be broken down and instead learning should be made life long “as a part of life” because time has come for that. It is the right time to act.
  2. Everybody with technical training  whether it be local or foreign whether teacher or not should be invited to duty. Excellent systems for learning skills of the National Defence should be widely spread.
  3. Governing people should earn their trust back by economizing from the expenses. Personnel should be reduced. Ministers and Parliament should show leadership on these subjects.
  4. The energy planning with imported raw materials should be reviewed to include a vision to embrace farsight instead of DPT calculations made with accountant glasses. Wind energy and other renewable energies should be given priorities. Their  wide spread use should be promoted especially in the universities  so that we can make inventions in these new technologies.
  5. Wind energy activities will prevent unemployment in wide scale, additionally farming and animal husbandry underneath the turbines will be possible.
  6. “Offset” funds should be used only on this kind of ideas where one kills 2 birds with one stone. Because these funds are the payments to be made by foreigners. It does not effect Turkish treasury accounts. It is also equivalent like teaching to catch  fish instead of eating a fish, it will help to make R&D in the universities create constant income for innovation financing and therefore help to bring a permanent solution for the finance need of the universities.
